Often not. A survey visit frequently identifies a single misplaced access point or a channel conflict, and the fix is small. We’ll quote the small fix if that’s genuinely what it is — we’d rather do the honest job than upsell a refit.
Where it’s sound, yes, and we’ll say so. Kit gets replaced when it’s out of support, can’t be segmented, or is genuinely the bottleneck — not because it’s old. The design will be explicit about what stays and why.
As early as you can, ideally before the lease is signed. Cabling is dramatically cheaper before fit-out, and knowing what a building can support is useful while you still have the option of choosing a different one.
